A cell phone ban is moving through the Illinois legislature. The bill would prohibit all drivers from holding their phone while they're behind the wheel. They could talk on the phone if they have a hands-free handset or they're on speakerphone. Anyone who violates the would-be law would be charged with a moving violation. Three of those a year and a driver could lose driving privileges. The measure passed in the House and is heading to the Senate where President John Cullerton has expressed support.
